Project of the Provincial Integrated Hospital in Elbląg

Title:
“Development of modern emergency units by modernising the infrastructure, extension of decision supporting systems and amelioration of medical service quality based on cross-border cooperation.”

General objective:
Amelioration of effectiveness for  emergency services provided within the cross-border area of Poland and Russia by modernization of the premises for the emergency units and ameliorating the standards with regards to the services  provided by the Provincial Integrated Hospital in Elbląg and the Municipal Ambulance Station in Kaliningrad.

Specific objectives:

  1. Ameliorating  the decision supporting system in emergency situations  involving life and health threatening occurrences by implementation of  TELE-ECG data transmission system as well as the system to locate the ambulances;
  2. Shortening the time indispensable to reach a patient seeking help and providing a victim with  a complete range of medical assistance  within the first minutes after a life-threatening  emergency.
  3. Enhancing the qualifications demonstrated by medical emergency services within the cross-border areas and  mastering the skills by  the paramedics  with special emphasis put on  life-saving  proficiency  based on international standards.

The overall Project value: 2,188,386.27 Euro
Co-financing granted for the Project:  1,969,547.64 Euro
Beneficiary’s own contribution: 218,836.63 Euro

Predominant activities:

  1. Establishing a joint Polish and Russian Project team to manage the project properly.
  2. Adapting, modernization and reconstruction of  the already existing  building located at 6, E. Orzeszkowej street in Elbląg to the needs of Emergency Unit Team within the Medical Life-saving Department of the Provincial Integrated Hospital in Elbląg.
  3. Extension of the decision supporting system with distant data transmission facilities and the location of the ambulances owned by  Emergency Services in Elblag and Kaliningrad.
  4. Purchasing three ambulances with medical equipment for the Provincial Integrated Hospital in Elbląg.
  5. Modernisation of the conference hall in the Provincial Integrated Hospital with the relevant equipment needed for the trainings in medical life-saving
  6. Training – 148 people, including 140 paramedics, from the Provincial Integrated Hospital in Elblag and the Municipal Ambulance Station in Kaliningrad   on implementation of  ECG data distant transmission system in Poland.
  7. Meeting – for 92 people, including 84 paramedics and dispatchers from the Provincial Integrated Hospital in Elbląg, intended to get them acquainted with the IT system used in the Municipal  Ambulance Station in Kaliningrad. Meeting to be held in Russia.
  8. Training – 144 persons, including 128 paramedics from the Provincial Integrated Hospital in Elbląg and the Municipal Ambulance Station In Elbląg, regarding  international standards in medical life-saving in Poland.
  9. Meetings to be held in Poland (72 persons, including 56 to be trained) and in Russia (64 persons, including 48 to be trained), for the paramedics and doctors  from the Provincial Integrated Hospital in Elbląg and the Municipal Ambulance Station in Kaliningrad regarding experience sharing and elaboration of common standards  in medical life-saving.
  10. Final meeting to summarise the action and to celebrate the opening of a new Emergency Medicine Department in the Provincial Integrated Hospital in Elbląg

The Project bears the symmetric characteristics as similar activities shall be performed on both sides of the border simultaneously. The symmetric project has been submitted by the Municipal Ambulance Station in Kaliningrad and its tile is: “The Development of Modern Emergency Units by Modernisation of Infrastructure, Extension of the Decision Support Systems and Increasing the Medical Benefits Based on the Cross-border Cooperation”

The Project intends to facilitate active experience sparing and formulating a long-term cooperation between the Provincial Integrated Hospital in Elblag and The Municipal Ambulance Station in Kaliningrad.

The said Project shall encompass the modernisation of the premises  for the Medical Emergency Department of the Provincial Integrated Hospital In Elblag. The conference room inside the Hospital itself shall undergo modernization and shall be equipped with  modern visual equipment.
Extension of the decision support system has been scheduled  together with distant data transmission system and the system to locate the ambulances.

On top of that, the purchases of three modern ambulances together with the relevant medical equipment have been scheduled within the project.
